Partition power sales or long-term mechanism for the development of photovoltaic industry
2017 was a year of concentrated growth in China's photovoltaic industry, with 53.8gw of new photovoltaic installed capacity nationwide, an increase of 57% year-on-year; Power generation was 118.2 billion kwh, an increase of 75% year-on-year. The proportion of wind power photovoltaic power generation to the total power generation reached 6.6%, and the newly increased wind power generation accounted for 29% of the total newly increased power generation. In 2018, China's photovoltaic policy has undergone a turnaround change. In October, 2017, the government issued the notice on carrying out the pilot of market-oriented transaction of distributed generation, which proposed that distributed projects can carry out "partition power sales", sell power directly to power users and pay electricity fees. On May 31 this year, the government issued a notice that the electricity price on the benchmark of newly put into operation photovoltaic power stations will be reduced by 0.05 yuan per kilowatt hour; During the year, the index of subsidized ordinary photovoltaic power stations will no longer be added, and the subsidized distributed photovoltaic power stations will be tightened to 10GW for the whole year from the past
over the past decade, China's photovoltaic development has adapted to various requirements for components, mainly centralized, characterized by the fact that the state has given an installation plan, and the state directly purchases project power generation through electricity in the form of electricity price subsidies. The policy has made two major achievements: first, China's photovoltaic industry chain ranks first in the world; The second is that the cost of photovoltaic power generation is close to parity. The recent policy changes have clarified the new considerations of the government, which will focus on supporting the development of distributed photovoltaic, straighten out the relationship between supply and demand of photovoltaic power generation in China from the perspective of price mechanism, solve and absorb problems through price means, and build a long-term photovoltaic market-oriented development mechanism
with the expansion of the proportion of new energy power generation, especially after accounting for more than 5%, consumption will often become a top problem. New energy power generation not only has high power generation costs, but also has expensive internal costs that are difficult to settle. "531 New Deal" shows that subsidies are difficult to cover existing photovoltaic power generation under the benchmark electricity price mode. In 2017, the electricity consumption of the whole society was 6.3 trillion kwh. After deducting others, the electricity that can be collected from the renewable energy development fund is about 83% of the total electricity, and about 99billion yuan can be collected. If the electricity price is not further increased, it is obviously difficult to support the rapid growth of subsidies such as wind power, photovoltaic and biomass power generation
before, the government mainly solved the problem of "abandoning wind and light" through administrative means. In 2016, the "wind and light abandonment" was severe. In 2017, the scale of "wind and light abandonment" was mainly controlled by administrative means. However, due to the wide range of utilization of the functional diversity of injection molding equipment, this is not a long-term mechanism. At the beginning of this year, the Energy Administration issued the notice on relevant requirements for wind power construction and management in 2018, requiring all regions to submit consumption plans, and stop adding new ones in areas that have not submitted them. Different methods are adopted according to the hardness and softness of the tested materials: the implementation of the construction scale reflects the increasingly serious situation of "abandoning wind and light"
in the past decade, although the government has repeatedly emphasized distribution, its development speed is far behind that of centralization. In the early stage of industry development, photovoltaic economy is very sensitive, and the low cost and scale of projects are mostly more conducive to centralized development. In recent years, the cost of photovoltaic power generation has been significantly reduced, and the consumption problem has become a more important factor in the realization of power generation parity
in this context, distribution can be a better solution, especially the distribution directly oriented to power demand should become the key to future development. In the past two years, when talking about the development prospects, photovoltaic enterprises often say that parity is not far away or has been achieved; However, in the implementation of specific projects, subsidies are often demanded
the author believes that the new policy based on "selling electricity through partitions" is positive, which can further promote the integration of the photovoltaic industry from simple scale costing to diversified development goals, and promote and enrich the development of relevant enterprises from production to market operation, so as to achieve photovoltaic parity more effectively
the policy of "selling electricity by partitions" has changed the internal logic of the photovoltaic industry. At present, the main body of photovoltaic power generation is power generation enterprises and photovoltaic companies. The power generation cost is benchmarked against the benchmark price of thermal power, and the demand on the power side is not considered. Under the direct electricity sale mode emphasized in the new policy, the main body of power generation will become user-oriented, and the target is the terminal sales price. It is necessary to first clarify the main body on the power side, reflecting the local economy
"selling electricity by partition wall" includes three layers of logic. The first layer is that power generation is a user to user, point-to-point transaction mode, which is in line with the basic principles of power market reform. Electricity only provides power channels, but does not assume the entire obligation of consumption and distribution. Users realize generation and consumption at the micro level. The second level is to replace the benchmark price of "one size fits all" with the agreed price. Third, the current policy stipulates that the electricity price of "selling electricity through partitions" is to break up and externalize the invisible overall merger cost, give play to the price discovery function of the market, and form a sustainable market-oriented transaction mode
the purpose of the policy of "selling electricity through partitions" is clear, and the context is clear. However, there are still great difficulties and uncertainties in the specific operation process. The first is how to determine the fees. For a simple example, 100 a's in a place supply power to nearly 100 B's that have obtained the EU certification trademark. Physically, the transfer fee should be low. However, on the whole, if the cost of maintaining the stability of the whole electricity is maintained, the cost needs to be specifically converted to each connected user, which will involve great uncertainty. Some regions in Guangdong have given a fee of about 30 cents, which is a concentrated reflection of this problem. Secondly, it may take time to transition with the follow-up policies to ensure the healthy development of the entire photovoltaic industry, how to comply with the overall energy development goals of the 13th five year plan, and what impact it will bring to the domestic market. "Selling electricity through partitions" leaves the core problems of the photovoltaic industry to the market, and whether the market hand is effective and powerful needs further observation. Finally, China's terminal electricity price includes a series of cross subsidies, such as industrial electricity price includes cross subsidies for residential sectors. After replacing the terminal electricity price with the agreement electricity price, how to balance some accounts still needs further discussion and coordination
"selling electricity through partitions" puts forward higher requirements for Chinese photovoltaic enterprises. Previously, the main goal of enterprises was to reduce production costs through scale effect. In the future, photovoltaic enterprises should not only continue to work on cost and technology, but also invest in operation, market development and project management to make innovations. In addition, the power consumption side policy at the micro level has left an operable interface for the consumption means of various technologies in the future. Through the agreement price, new energy power generation can be better combined with various active consumption means in the future, such as the emerging power demand and energy storage means dominated by electric vehicles, so as to solve the fundamental problem of parity and effective consumption of new energy power generation
